Regional Field Manager of Consumer Finance-Money Services Business Examinations
The Division of Banks is currently accepting applications for the position of Regional Field Manager (RFM) of Consumer Finance-Money Services Business Examinations. The filling of this position is subject to appropriation and obtainment of all necessary approvals from the Office of Consumer Affairs and Business Regulation and the Executive Office for Administration and Finance. The Division reserves the right not to fill this position without notice. This position will report directly to the Chief Director within the examination unit.
The mission of the Division of Banks is to ensure a sound, competitive, and accessible financial services environment throughout the Commonwealth. The Division maintains public confidence in Massachusetts financial institutions through the oversight of state chartered banks and credit unions, as well as the supervision and licensing of the mortgage lending, money services business, sales finance, debt collection, and loan servicing industries operating in Massachusetts. The majority of the Division's employees are Examiners who conduct a variety of on-site and off-site examinations at financial institutions and licensed entities under the Division's jurisdiction. The Regional Field Manager plays an essential role in managing the supervisory activities associated with an assigned portfolio of financial service providers—specifically this RFM will be assigned to ensure that consumer finance companies, money services businesses, and debt collectors adhere to both state and federal consumer protection laws. Supervisory oversight includes ensuring compliance with state and federal consumer protection laws (for example: Bank Secrecy Act and Anti-money laundering laws and regulations, Truth in Lending, IT, right-to-cure, consumer disclosures, MA Debt Collection Practices Act and Regulation) which requires extensive knowledge in specific regulatory areas including an understanding of Compliance Management System review and application of the FFIEC Consumer Compliance Rating System. The RFM is responsible for supervising an assigned team of field examiners, ensuring adequate training and development of assigned examiners, and closely monitoring progress and production throughout the examination process. The RFM, while principally based in the Boston office, will be expected to travel as necessary to ensure adequate oversight of field examiners and attendance at exit meetings. The RFM participates in the development of examination schedules and reviews completed examination reports for accuracy. The RFM oversees examinations of highly complex licensees, attends exit meetings with licensee management, and coordinates post-examination discussions with senior management of licensed entities to ensure proper resolution of examination-related corrective action. The RFM is a key resource in the professional development of the unit’s field examiners and has direct responsibilities to unit and senior management in coordinating examinations within the mandated cycles. The RFM regularly coordinates with state and federal regulators.
A bachelor’s degree in business, finance, accounting, or a related field.
Five years of experience in examination, compliance, financial analysis, auditing, and/or accounting.
Extensive knowledge of banking, consumer protection, and/or licensee statutes and regulations is required. Knowledge of the safety and soundness and/or compliance examination function.
Strong analytical skills coupled with excellent writing skills, the ability to independently manage multiple activities and projects simultaneously, and the ability to interact with all levels of Division staff as well as management of regulated entities.
Prior supervisory experience within a regulatory environment.
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
